Stripe Alternatives for High Risk Merchants: Find the Right Guide
Quick answer: Stripe prohibits some high-risk categories outright (adult content, gambling) and restricts others (CBD, e-cigarettes, investment services), with approval that Stripe says it can revoke at any time. The best Stripe alternative for a high-risk merchant accepts your category, publishes its fees, and does not hold a balance a review can freeze. Pick your vertical below.
This page is the starting point for every Stripe alternative guide on our site. It explains how Stripe's policy works, what a replacement needs to get right, and which guide to read for what you sell.
What is Stripe's restricted businesses policy?
Stripe publishes a prohibited and restricted businesses list. When we checked it in November 2026 it was last updated on 2026-09-22. It splits businesses into two groups:
- Prohibited: industries that cannot use Stripe at all. The page says you must not use Stripe's services for the businesses or product types listed.
- Restricted: categories that "require additional due diligence by Stripe". Stripe may ask for things like proof of relevant licenses, and approval is specific to each service and "may be modified or revoked by Stripe at any time".
The page also says its lists are representative and not exhaustive, so a category that is not named can still be reviewed. For a full walkthrough, read our guide to the Stripe restricted businesses list.
How does Stripe treat common high-risk categories?
Here is how the list treated common high-risk categories in November 2026. Stripe can change it at any time, so check the live page.
| Category | Stripe status (as listed) |
|---|---|
| Adult content and services | Prohibited |
| Gambling (games of chance, sports forecasting, lotteries) | Prohibited |
| CBD with negligible THC, per local limits | Restricted |
| CBD above the local legal THC limit | Prohibited |
| Tobacco, including e-cigarettes and e-liquid sold legally | Restricted |
| Investment and brokerage services | Restricted |
| Funded prop trading | Prohibited |
| Pseudo-pharmaceuticals and nutraceuticals that are not safe or make harmful claims | Prohibited |
| Incorrectly labeled research chemicals | Prohibited |
| "Get rich quick" schemes promising high rewards for little effort | Prohibited |
If you sell on WooCommerce, the default WooPayments checkout is built in partnership with Stripe, and its own prohibited products page adds items such as vapes and peptides. Moving from the Stripe extension to WooPayments does not get you around these rules.
Why do high-risk merchants get approved by Stripe and then shut down?
Signup is fast and mostly automated. The deeper review often comes later, when volume grows, a dispute arrives, or a product page gets flagged. By then you have orders in flight and a balance on the account. That is when merchants see payouts paused, funds held, or the account closed.
If that is happening to you right now, go to Stripe shut down my account first. It covers what to do in the first days and how held balances are usually released.
What should a Stripe alternative for high-risk merchants offer?
Most replacements fix the first problem (they accept your category) but keep the second one (they still hold your money). Look for:
- Category acceptance in writing. The provider should name your category, not just "high risk" in general.
- Published fees. A rate you can read before you apply, without a long list of add-ons.
- No rolling reserve, or clear reserve terms. A reserve can hold a share of every sale for months. Our rolling reserve guide explains how they work.
- Payout control. Where does the money sit between the sale and your bank, and who can stop it?
- Dispute exposure. Card disputes can claw back money weeks after you ship.
- Your platform. A plugin for the store you already run, so switching takes minutes, not a rebuild.

How does ePayVista work as a Stripe alternative?
ePayVista is a payment gateway for high-risk online stores, including every category in the table above.
- Customers pay by card, Apple Pay, or Google Pay. Checkout offers "Pay by card" (Stripe Link, US cards) and "Pay with Coinbase" (card, Apple Pay, or bank), both from $5 per order.
- You are paid out instantly through our managed, non-custodial settlement layer, to an account only you control. We never hold merchant funds, so there is no balance for a review to freeze.
- Flat 1% per transaction. No monthly fee, no setup fee, no rolling reserve, no chargeback fee.
- Payments settle final. No card disputes or chargebacks against you. If you choose to refund, you pay it from your own funds.
- No underwriting. Setup takes about 5 minutes with the free WooCommerce plugin, or use the free REST API with signed webhooks on the API page.
To be clear about the limits: ePayVista is not the card processor. Stripe Link and Coinbase run the card step at checkout and alone decide declines, 3D Secure, ID checks, and supported countries. What changes is where the money goes after the sale: to an account you control, not to a merchant balance that can be held. ePayVista is US-first, fully supported for US merchants selling to US customers, and card payments elsewhere are not guaranteed. More detail is in the FAQ. Sell only what is legal where you operate; this is not legal advice.
FAQ
What is the best Stripe alternative for high-risk merchants?
The one that names your category as accepted, publishes its fees, and does not hold your balance. Start with the guide for your vertical in the table above.
Does Stripe allow CBD or vape sales?
Stripe lists CBD with negligible THC and legally sold e-cigarettes as restricted, which means extra due diligence and approval that Stripe says it can revoke at any time.
Is WooPayments a Stripe alternative?
No. WooCommerce says WooPayments is built in partnership with Stripe, and its own prohibited list adds categories such as vapes and peptides.
Can I keep Stripe and add a second processor?
Yes, if your category is allowed on Stripe. Many merchants run two options so one review does not take their whole checkout offline.
Does ePayVista hold my money?
No. It is non-custodial. Funds go to an account only you control, at a flat 1% with no monthly fee, setup fee, or reserve.
